CONSTITUTION
ARTICLE I — Name
The name of this Club shall be Grant Park Men’s Golf Club.
ARTICLE II — Purpose
This Club has been formed and exists for the following reasons:
- Playing the game of golf and promoting good fellowship and sportsmanship.
- Learning and practicing the rules, the etiquette, and the true spirit of the game and thus promoting its highest standards.
- Promoting the development of Public Links Golf.
- To encourage conformance to the USGA Rules of Golf by creating representative authority.
- To maintain a uniform system of handicapping as set forth in the USGA Handicap System and issue WSGA handicap indexes to the members.
The Club shall not own, lease, or maintain a golf course.
ARTICLE III — Course and Operations
The Club shall carry on its operations at Grant Park Golf Course, South Milwaukee, WI.
ARTICLE IV — Membership
Section 1.
The Club shall be composed of three classes of members: active, honorary, and associate.
Section 2 — Active Members
(a) The active members shall be limited to 112 in number.
(b) Any male persons at least 18 years of age, acceptable to the Board of Directors shall be eligible for active membership.
(c) Active membership shall entitle the holder to all privileges of the Club, including one vote at meetings of the Club.
(d) Only golfers with a reasonable and regular opportunity to play golf with fellow members and who can personally return scores for posting may be members and receive WSGA handicap indexes from the Club.
Section 3 — Honorary Members
(a) Honorary members shall be granted only as purely and deservedly honorary and in recognition of outstanding contribution to the Club or of an outstanding performance in golf.
(b) Honorary membership shall entitle the holder to all privileges of the Club except a vote at the Club’s meetings and shall exempt him from all dues.
(c) Honorary members shall be voted on by the Board or at Annual meetings by a majority of either body.
(d) The number of honorary members shall be left to the discretion of the Board of Directors.
Section 4 — Associate Members
(a) Any member of another club that wants to join and play in the Club’s events.
(b) Member of another club designates that club as his home club for MCPLA Team Events.
(c) The associate member will only pay dues as determined by the Board.
(d) The associate member has no voting privileges.
Section 5 — Resignation
Any member may resign by giving notice in writing to the Secretary and paying all dues and other obligations accruing to date of resignation.
ARTICLE V — Club Meetings
Section 1 — Annual Meeting. The annual meeting of the Club shall be held at such time and place as the Board of Directors shall designate, unless designated by the Club itself at a previous meeting.
Section 2 — Special Meetings. Special Meetings may be called by the President or by a majority of the Board of Directors, and shall be called on the written request of any 10 members in good standing for a specific purpose. No other business can be acted on.
Section 3 — Regular Meetings. Regular meetings shall be held according to a schedule presented by the President by the first meeting of the year.
Section 4 — Notice. Two weeks’ notice of time and place of any meeting shall be mailed or emailed.
Section 5 — Voting Privileges. Each active member in good standing shall have one vote.
Section 6 — Quorum. Twenty percent of active members in good standing shall constitute a quorum.
Section 7 — Proxies. Voting by proxy shall not be permitted.
ARTICLE VI — Officers
Section 1. The elected officers of the Club shall be: President, Vice-President, Secretary, and Treasurer. No person may hold more than one office.
Section 2 — Vacancy. The Board may fill any vacancy occurring between annual meetings.
Section 3 — Nominations
(a) At least six weeks prior to each annual meeting, the President shall appoint a Nominating Committee and Chairman. The Committee shall nominate no more than three candidates for each office.
(b) Any active member wishing to be nominated shall notify the committee 21 days prior to the Annual Meeting.
(c) No nominations may be made at the Annual Meeting except to fill any office without a nominee.
ARTICLE VII — Board of Directors
Section 1. The Board consists of four officers and four additional members.
Section 2 — Impeachment. The Board may recommend removal of any board member, but impeachment must be approved by a 2/3 vote of the membership present.
ARTICLE VIII — Dues
The Board shall set membership dues prior to the first meeting of the year.
ARTICLE IX — Fiscal Year
The fiscal year shall be January 1 to December 31.
ARTICLE X — Obligations and Discipline
Section 1. Membership binds each member to uphold all provisions of the Constitution, By-Laws, and rules.
Section 2. Members may be suspended or expelled by majority vote of the Board for conduct detrimental to the Club.
Section 3. All appeals must be made within 30 days or the next Club meeting.
ARTICLE XI — By-Laws
The Board or two-thirds of the membership may adopt, amend, or repeal By-Laws.
ARTICLE XII — Amendments
Amendments may be made at any meeting by a two-thirds vote, provided written notice has been sent to all active members at least 30 days prior.

ARTICLE II — Officers
Section 1 — Election. Officers serve one-year terms.
Section 2 — Powers and Duties
President: Presides at meetings and appoints committees.
Vice-President: Acts in absence or resignation of President.
Secretary: Keeps records, notices, correspondence, and reports.
Treasurer: Manages all Club funds, deposits, disbursements, and financial reports.
ARTICLE III — Board of Directors
Board consists of officers plus Tournament & Rules Chairman, Handicap Chairman, Second Team Captain, and Membership Chairman.
Board controls affairs, property, policy, hears disputes, and interprets by-laws.
ARTICLE IV — Standing Committees and Team Captains
Committees include Handicap, Tournament & Rules, Banquet, Membership, Auditing, and Second-Team.
ARTICLE V — Association
The Club is a member of MCPLA, WPLA, and WSGA.
ARTICLE VI — Expenditures
The Board shall incur no indebtedness exceeding funds on hand.
ARTICLE VII — Membership and Dues
Members must signify intent by May 1. Dues set at first spring meeting.
ARTICLE VIII — Rules for Competition
All competition shall follow USGA Rules of Golf.
ARTICLE IX — Handicap Systems
Handicap system shall conform to WSGA recommendations.
ARTICLE X — Amateur Classification
Club follows USGA rulings.
ARTICLE XI — Claiming of Prizes
Prizes must be claimed within 30 days. Winners must be members in good standing.
